Great Lakes Inter-Tribal Council is a non-profit organization formed by the Native American Tribes of Wisconsin.  We serve all WI tribes by providing administration of grant-funded programs either directly or with sub grants. Human Resource Manager


The Human Resource Manager is responsible for the development, implementation, coordination, and administration of all major human resource programs and functions including recruitment, employee relations and engagement, wage and salary administration, performance appraisal process, training and development (in conjunction with supervisors), benefits administration, safety, and employee services. Attendance as scheduled is an essential function of this position.


Principal Duties:


  • Provide for efficient and effective administration of employee benefits plans including health, dental, COBRA, life and disability insurances, time-off, flexible spending accounts, 401(k) retirement plan, and education assistance. Research and recommend changes in benefits that are of value to employees and are cost-effective to the
  • Administer Workers’ Compensation program. Work closely with insurance company representatives, employee and employee physicians to determine employee injuries/illnesses and their fitness to return to work. Consult with legal counsel in cases involving
  • Develop, coordinate, and maintain organizational safety
  • Investigate internal complaints regarding discrimination, harassment, safety concerns, and other workplace conflicts. Respond to EEO, OSHA, FMLA, and wage and hour complaints. Consult with legal counsel when
  • Represent the Organization in unemployment compensation insurance
  • Advise the CEO on human resource planning and program development, assist with the development and implementation of Organization goals and plans of
  • Provide oversight of the payroll process, which includes, but is not limited to, all payroll changes, and collection.
  • Facilitate recruitment and selection activities to ensure that properly qualified candidates are recruited and hired.
  • Coordinate and oversee Organization's Drug Testing
  • Develop and implement the Organization’s wage and salary policies in order to attract and retain competent employees. Include the designing and/or maintaining of a job evaluation system, external equity analysis, incentive compensation, and compliance with governmental wage and hour
  • Administer appropriate performance appraisal techniques and systems in order to assist managers, supervisors, and employees in the optimum utilization of their skills and abilities in meeting Organizational


This is a full-time salaried opportunity with scheduled hours of Mon-Fri 8:00 AM – 4:30 PM, 40-45 hours per week with a primary work location in Lac Du Flambeau, WI. This position has a salary range of $57,000 - $65,000 with benefits including Annual/Personal Leave, Holiday Pay, Health, Dental, Life & AD&D, STD and LTD Insurance, FSA and 401(k) Retirement Plan.  Background check and drug screen are required before employment.  


Qualifications: An equivalent combination of experience and education that would provide the required knowledge and abilities may be considered. Required: Bachelor’s Degree in human resources, industrial relations, or an acceptable combination of a degree in business management and human resource experience. Preferred: An advanced degree and/or human resources certification. At least five years of human resources generalist or industrial relations experience which includes work in employee relations, selection, compensation, performance appraisal, training and development, employee benefits, wage and hour compliance, policy development, and safety concerns. Experience with a Native American tribal organization and/or not-for-profit agency desirable. Must Possess: the ability to practically apply knowledge in policy development and its use as a guideline in the employment relationship; base compensation systems, job evaluation techniques, salary survey use, performance evaluation design and administration; major employment laws (such as Title VII, FLSA, OSHA, etc.) and legal section techniques; a variety of employee benefit plans. Solid computer skills and working knowledge of MS Office to produce reports/correspondence and track statistics. Ability to make presentations to groups (employees, management, public relations) and explain complex policies, practices and benefits; provide conflict resolution. Requires ability to plan, prioritize, and organize; work effectively under pressure and deadline situations; analyze problems, propose reasonable solutions, make logical decisions, carry-out decisions made, and follow-up with feedback where appropriate.
